Position Overview

Pact has launched a new project in Indonesia focused on sustainable aquaculture in Berau Regency, East Kalimantan, Indonesia. The project will run for one year with likely extensions for additional years. There are four key workstreams:

1. Strengthen local and international market access for shrimp farmers​ by delivering business skills training, improved market linkages, and access to finance.

2. Improve traceability and enable international sustainability certifications​ by providing certification training, and by supporting collective action.

3. Improve the efficiency and productivity of shrimp farming through sustainable farming practices.

4. Build local government buy-in for carbon finance and accelerate the verification of the carbon mitigation benefits associated with the project by hosting workshops and simulated verification of carbon credits.

The project team will be composed of a Project Manager, Sustainable Aquaculture Specialist, two Community Development Specialists, a Businesses Development Specialist and a Climate Finance Specialist. The project team will receive technical, administrative, logistical, and legal support from Pact and Pact’s Indonesia country team. The team will work in close coordination with a local partner nonprofit organization, a local foundation, the client, and government officials in Berau, Kalimantan Timur, and possibly at the national level.

Scope of Work

Pact seeks a part-time (2-3 days per week) Indonesia Sustainable Aquaculture Specialist (SAS) who will serve as the project team’s technical expert on aquaculture and livelihoods. The SAS will work with shrimp farmers in Berau Regency to understand and address critical business issues related to domestic and international market access, traceability tool development, and certification and post-harvest treatment challenges to sustainable shrimp farming, in order to preserve mangrove ecosystems in the area.

As a part of the project team, the SAS will contribute to work planning, design of a feasibility study for a hatchery, cold storage and feed production development, as well as monitoring and evaluation, reporting, and engagement with local government and partner organizations. Ultimately, the work of the project team will contribute to improved livelihoods of shrimp farmers in Berau, preservation of mangroves, and reduced total climate emissions for Indonesia.

Specific Responsibilities Include:

· Under the leadership of the Project Manager, coordinate with the project’s local partners to develop a roadmap to new market access and international certification for shrimp production in Berau.

· In collaboration with local partners and government institutions, introduce and support the traceability model and sustainable feed management model to shrimp production in Berau.

· Seek and introduce linkages between producers and new market segments that will generate additional income for farmers.

· Prepare and design a feasibility study for a hatchery, cold storage facility, ice factory, and feed production development in coordination with the local project partner and relevant government offices.

· Under the leadership of the Project Manager, ensure that project deliverables are completed on time and with a high degree of quality.

· At the direction of the Project Manager, engage with local government in Berau, Kalimantan Timur and the Government of Indonesia (if needed) as the project team’s sustainable aquaculture expert.

· With support from Pact’s monitoring and evaluation experts, establish monitoring, evaluation and learning processes to track the progress of the project and gather and analyze data from shrimp farmers and their communities in Berau.

· Contribute to the development of case studies that measure what is working and what is not working in the aquaculture business model.

Qualifications – Basic Requirements

· Bachelor’s degree or equivalent in business or a related field.

· 5 years of aquaculture experience.

· Experience using project management software and tools.

· Strong teamwork sills, ability to work comfortably with a wide range of individuals cross-functionally at multiple levels.

· Ability to discuss deep technical concepts related to aquaculture, evaluate trade-offs and devise innovative solutions with engineers.

· Ability to establish and maintain interpersonal and professional relationships with shrimp farmers, local partners, local government and other implementing organizations.
• Good knowledge of Good Aquaculture Practices (GAP) and Good Manufacturing Practices (GMP); familiarity with Aquaculture Stewardship Council (ASC) and Best Aquaculture Practices (BAP) standards and certification.

· Strong analytical and quantitative skills; ability to use data and metrics to back up assumptions and recommendations.

· Excellent written and oral communications in English and Bahasa, including strong presentation skills.

· Ability to work with other time zones (some early morning and evening work calls).

· Strong proficiency with Microsoft Office programs, including excellent PowerPoint skills.

· Ability and willingness to travel as needed within Indonesia (notably Berau and Jakarta).

Preferred Skills and Experience

· Sustainable shrimp farming project experience.

· MBA and/or Project Management Professional (PMP) certification.

· Demonstrated subject matter expertise in capacity building, sustainable agriculture.

Eligibility

· Right to work in Indonesia as a national or international consultant paid in foreign currency.

· Suitable existing work location (home or office), and willingness to work remotely.

· Existing telecommunications and computing equipment (phone, computer/laptop, internet connection).
