Job purpose

Performs routine functions related to planning, developing, advising , monitoring and facilitate the implementation of health safety & environmental compliance, operational safety, process safety management and programs across OQ field - BLK#8 concession area, particularly in permanent or temporary live hydrocarbon process facilities, plants, wellheads and associated projects such as overhaul under N-4 TL HSE scope's through: (1) Implementation of HSE Management System (i.e., ISO 45001/14001), Policies and relevant legal compliance, offshore international standards and industry good practices, (2) Planning to achieve and maintain field and corporate HSE objectives and targets, and the overall Health, Safety and Environmental Management System at OQ upstream; (3) gathering and analysis of observations, incidents and accidents, visual site inspections, site HSE KPIs for use at the site, and Corporate levels and, (4) assists with the application of engineering and administrative controls to reduce the HSE risk and impacts associated with site operations; in order to support HSE & Operational goals in the Block#8.

The position will act in accordance with the Group's Mission, Vision, Values & Strategies, objectives, targets and KPIs as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani's government & other legal justification's, and best international practices in consonance with national objectives.

Main tasks and responsibilities

- Monitors the day-to-day operations with focus on offshore operational safety, both on plot and off plot.
- Implementation of operations HSE plans and procedures.
- Monitoring and ensuring compliance with offshore SWP (Safe Work Practices), such as PTW, Safe Isolation and Safe Operating Procedures (SOP) such as Oil & Gas production, daily lifting operations, Pigging, Loading & offloading and construction projects.
- Monitor of daily offshore lifting operation, to ensure safe execution of critical lifting.
- Review of daily weather forecast to ensure sea state permits sailing with coordination with operations manager.
- Inspection of all offshore life saving equipments, to ensure they are operatable in case of any emergency with record keeping.
- Effective implementation and monitoring of operational process safety management on live facilities.
- Review contractor HSE plans and method statements, TRA to ensure they are suitable for offshore operations and fit for purpose.
- Run TRA meetings and ensure implementation of the control measures considering offshore elements by job owner.
- Review contractor day to day activities to ensure implementation as per plans and procedures.
- Enforce OQ and international HSE management system ISO 14001, 45001.
- Develop corrective and preventive actions CAPA, to prevent OQ assets from loss or impact arising from HSE issues.
- Conduct HSE management system audits, policies, and procedures to ensure fulfilment OQ-BLK#8 and contractor obligation to contract scope of work, project HSE Plans and programs.
- Evaluate and monitor contractors and sub-contractors HSE performance and ensure compliance to OQ HSE policies HSE MS.
- Initiate and participate in planning and implementing the risk management procedure and preparation of risk assessment registers and HRA.
- Participate, in planning and updating the environmental aspects register with accordance approved environmental compliance procedures.
- Ensure compliance of legal requirements issued by local authorities, such as Ministry of Labour, Ministry of Energy and Meniral and Environmantel Authority permits for offshore, review of EIA and Implementation of EIA recommendations, waste management and conduct Environmental compliance audit.
- Execute all HSE audits and inspections with accordance to Annual HSE Activity Plan.
- Enforce and monitor implementation of HSE management system within OQ facilities.
- Report all incidents and accidents including near misses occurred within field project in line with OQ incident reporting and investigation standards and procedure.
- Leading and facilitating TapRooT incident investigation and RCA.
- Conducts in-house HSE training and establish suitable training programs for specific job positions on company HSE procedures.
- Training and coaching of field personnel on OQ HSE policies and procedures including but not limited to ISSOW, PTW.
- Prepare and deliver of offshore safety awarness and training such as (Safe Marine operations, safety in platform & using vessel risk) , dynamic lifting and drop object.
- Conduct and participate in camps health and hygiene inspections as per OPAL Standared.
- Preparation of yearly, quarterly, monthly statistical reports, dashboards, Intelext reports.
- Monitor the progress of HSE performance, maintain a high level of HSE awareness and encourage other disciplines employees' participation in risk assessment and OQ safety observation programs OIC.
- Provide HSE support to assets to run safe and smooth operations “ALARP”
- Ensure availability of adequate safety & emergency response equipment in offshore to be in operable condition and certification are up-to date.
- Conduct TBT among the staff and provide advice on industrial safety best practices.
- Participates in the periodic (daily, weekly, monthly etc.) Field Operations Progress Meetings.
- Assists in the preparation and implementation of Site Emergency Response Procedures.
- Participate in Emergency Response and crisis management training and offshore exercises; be part of on-scene command structure in a field event.
- Managing incident and On-scene commanding and control.
- Document incident data and feeding essential information into HSE Database (INTELEX) to facilitate follow up incident corrective actions and preventive actions until closure.
- Formulating local HSE procedures and lateral learning sessions from incidents presentations and alerts.
- Analyses HSE leading and lagging indicators in the HSE database and provide feedback on status.
- Initiate and lead emergency exercises in line with company SOP.
- Enforcement of OQ lifesaving rules and Enforce implementation of OPAL HSE standards.
- Conduct field HSE Induction for OQ Staff, visitors and contractors.
- Reviews the HSE aspects in the Contractor's method statements, plans, schedules, and procedures to ensure they match the contractual agreements with OQ.
- Carry out road safety compliance spot checks, participate in RSST campaigns to enhance road safety standard.
- Review Management of Change MoC and ensure all change management are risk assessed and all controls are in place.
- Participate in HAZOP/HAZID/SIL and relevant AI-PSM risk management Studies.
- Ensure to Work safely and think proactively about personal safety and safety of others at work
- Actively participate in, contribute to, and promote company occupational health, safety, security and environment culture.
- Stand-by/on-call duties when required; and
- Daily HSE inspection and audits, HSE meetings, stand downs, TBTs.
- Assists with internal and external HSE audits by resolving basic issues identified in audits.
- Any other related tasks may be assigned part of job requirements. Key Interactions

- Internal: Operations and Maintenance, Projects, Facilities, Well intervension, well drilling and well services, Engineering, Facilities Construction, Any other relevant departments.
- External: Contractors, Vendors & Suppliers, governmental authorities. Notable Working Conditions. Site/Offshore environment, intensive involvement in site day to day operations, inspections, audits, office meetings, workshops , training, HSE awareness and computer screen use.

Education requirements

- Minimum qualifications for this position is a bachelor degree in Health and Safety Management or equivilant.
- NEBOSH Oil and Gas Safety, NEBOSH IGC.
- Certified food safety level 3
- Certified lead auditor IMS. Language requirements

Excellent knowledge of written, read, and spoken English (required) - Arabic - Native (desirable)

Background and experience

Competencies and skills

- +8 years' experience as an HSE Advisor or Supervisor preferribly in offshore operations.
- +5 years offshore experience at an international offshore operator.
- Experienced on offshore hydrocarbon processing plants operation and maintenance, Facilities construction and general infrastructure HSE.
- Knowledge of International standards such as API, ASME, BS, DNV, ISO, LOLER, NORSOK, SOLAS and experience in regulatory compliance.
- Experienced in occupational health & safety, and HSE MS.
- Detailed understanding of oil and gas industry standards and the requirements of the more frequently referenced standards. Includes knowledge of basic health and safety concepts such as hazard and risk assessment, personal protective equipment, behavior-based safety, machine/ equipment safety, confined space entry, etc.
- Experience of upstream oil and gas industry.
- Experience in conducting the activities necessary to meet the principal accountabilities.
- A self-starter with a strong delivery-oriented attitude.
- Experienced in emergency response. Knowledge in HSE techniques such as:

- SAP

- INTELEX

- BOWTIE, TIPOD BETA, AUDIT XP, HAZID, HAZOP Skilled in

- Incident reporting and investigation Investigations.
- Task Risk Assessment (TRA) and Job Safety Analysis (JSA)
- Documentation and Record keeping
