Summary This position is located in GAO's Science, Technology Assessment, & Analytics (STAA) Team, Innovation Lab. Federal employees - Competitive service Individuals with disabilities Special authorities Veterans Videos Help Duties The STAA, Innovation Lab is seeking an experienced professional to serve as a Senior Governance and Operation Specialist to perform the following:
Coordinate inputs from key stakeholders to define data types, develop metadata, align data access requirement specifications, understand GAO's compliance requirements, evaluate data governance architecture, and provide recommendations. Incorporate cybersecurity practices as a part of the data governance framework that comply with currently authorized federal information security boundaries and information assurance concepts described in the National Institute of Standards and Technology (NIST) cybersecurity framework. Support configuration, roll-out, and scaling of the Collibra data governance platform to implement cataloging of data/metadata, improve internal/external access to data assets, and enforce data access policies across information security risk levels. This duty must be carried out in alignment with GAO's existing regulatory authority, policies, and data-use agreements. Support development and maintenance of enterprise data models (conceptual, logical, and physical), data standards and taxonomies, dictionaries, policies and procedures and other relevant governance enablement. Support integration efforts with enterprise content management system, cloud services/storage, Managed File Transfer solution, on-premise data centers, and other infrastructure components. Supports the development and maintenance of an enterprise data model, including a data taxonomy that aligns with the agency's statutory and strategic frameworks and enables the efficient and effective management and use of data by key customers and stakeholders. Support the evaluation of additional data management tools, templates, and other enablement, and makes recommendations about their selection. Assess and develop policies and procedures regarding ingest, storage, processing, and use of GAO operational data to meet management and program objectives. Work with key stakeholders to establish and refine systems and practices to manage data as a business asset. Develops and administers data standards, policies, and procedures and partners with GAO stakeholders. Supports the creation of comprehensive GAO-wide strategy, policies and procedures. Facilitates change management to integrate innovative capabilities and serves as an expert speakers in forums, conferences, seminars, and panels on occasions. Authors or contributes contents for publications, reviews GAO products for supportable conclusions, and presents to key stakeholders, including Congressional staff on occasion. Perform other duties as assigned. Help Requirements Conditions of Employment Must be a U.S. Citizen. You will be required to submit a financial disclosure statement. You may be required to obtain and maintain a security clearance depending on the engagements, projects, and initiatives you are assigned to. Completion of a probationary period is required. Selective Service registration, if applicable. Qualifications You must have one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-13 in the federal service, or comparable private or public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as expert knowledge of and demonstrated experience implementing data standards, data governance policy, data security, and data processing procedures across a large agency or organization consistent with data security guidance set forth by the Federal Information Security Modernization Act (FISMA).
