Summary The ideal candidate for the Shared Services Manager position has experience serving as a contracting officer representative (COR) on contracts, leases & Inter-Agency agreements in the areas of mail service, copying & scanning, property management, & fleet management operations. Example: reviewing & analyzing procurement requests for contractors for completeness, scope of work availability of funds, general compliance, providing oversight of assigned contracts, delivery orders, & task orders. Responsibilities As a Shared Services Manager, MS-0301-1 your typical work assignments may include the following: Assists the Managing Director and Deputy Managing Director of Infrastructure Operations (IO) with special projects and task forces for the Executive Committee, Managing Directors, and other GAO managers to improve programs and operations and develop strategic objectives and business plans. Serves as project executive in responding to information requests from other GAO offices. Includes analyzing quantitative data, delivering executive level decision briefs, and providing agency-wide recommendations and guidance for annual performance and accountability reports, strategic planning, budget requests, internal controls and requests from the Chief Administrative Officer. Facilitates the development of performance measures at various IO programs and organizational levels to align with GAO's strategic goals. Oversees the budget staff and contracting officer's representatives responsible for major IO contractors for various programs and services and the development of statements of work that detail contract requirements supporting special agency-wide projects. Performs the full range of supervisory functions including assigning work and establishing workload priorities and reviewing work. Performs other duties as assigned. Completion of a probationary period may be required. 6. This position may require the incumbent to perform Contracting Officer Representative duties. If selectee is not COR certified, COR training will be provided. Qualifications You may qualify at the MS Band I level, if you fulfill the following qualification requirement: One year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND or GS-12 grade level in the Federal service which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience is: (1) reviewing and updating policies and procedures to reflect changes to laws and regulations of an operational program; (2) analyzing project status and recommending a course of action; (3) coordinating contract administration for short- or long-term contracts in facilities management, property management; and (4) briefing senior officials on project or program status updates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education requirement. Additional Information This is not a bargaining unit position. GAO is in the Legislative Branch of the Federal government in the excepted service. Based on the staffing needs, additional selections may be made through this vacancy announcement. Travel and relocation expenses will not be paid for by the GAO.
