Job Summary:

Responsible for ensuring goods, services and consultancy are sourced in a transparent manner, considering value for money and in compliance with CARE, donor, and government regulations.

Responsibilities:
• Procurement Planning, Management and Reporting – Support program teams to prepare annual procurement plans, consolidate procurement plans received from various teams (programs, program support and Field offices) and monitor its implementation; Prepare and submit monthly procurement and supply chain management report to line manager and provide weekly procurement status reports to relevant staff.
• Strategic sourcing of goods and services- Analyze industry trends and evolving technology to proactively identify supply-based issues, minimize risks, ensure continuity of supply, and identify emerging vendors in the markets to supply goods and services during humanitarian scale up; Develop differentiated purchasing strategies specially for relief goods and services in support of the emergency scale up including sourcing of the relief items from global and regional markets in coordination with COs/Regional Units/ CARE USA
• Policies, Procedures and Systems – Be update on local, donor and CARE International Emergency procurement policies and procedures and ensure all staff understand and comply to minimize risk of disallowed costs or avoid violation of the law of the host country. In support of humanitarian scale up, facilitate emergency waiver applications with CMPs’ and donors.
• Customers Service Excellence – Establish and maintain effective relationship with customers for improved emergency response service delivery; conduct periodic customer surveys and use the outcomes for emergency response process improvement.
• Play a key role in design and implementation supply chain management system for cash and voucher assistance program.
• Country Office Compliance/risk management – In Partnership with programs and Sub-Grant team, train partners on prudent procurement processes and principles as well as applicable donor regulations; proactively Identify, analyze, and report compliance risks in procurement flows, implement strong procurement controls, identify procurement red flags, and implement internal and external audit corrective action plans

Qualifications:
• Bachelor’s Degree in relevant field (Business Administration, Procurement/ purchasing, Logistics) or equivalent.
• Relevant professional qualification in Procurement and or Supply Chain Management (CIPS qualification or equivalent is preferred).
• Over 5-years’ experience in managing procurement function in a very busy environment/ humanitarian setting; Knowledge of local markets, local as well as international procurement regulations
• Team player- proven experience of working as an integrated team player working with diverse teams in country
• Quick decision-making capability, highly paced in terms of delivery, spotting gaps, being proactive and not waiting to be directed etc.
• Working with minimal, no supervision and therefore recognizing in that ambiguity who to reach out to, ask for help and not keep going and getting stuck,
• Willing to work in an emergency setting and in locations that have minimal, no infrastructure, be prepared to work long hours
• Working experience on PEOPLESOFT system managing the End-to-End processes relevant to their roles.
• Excellent planning, negotiation, and communication skills – ability to adapt or change priorities according to the changing demands of the job.
• Good understanding of various donor policies and procedures relevant to the operations.
• Ability to quickly grasp applicable host country requirements.
• Excellent facilitation skills to conduct trainings for different target groups.
