Position overview

CHAI Lesotho is seeking an experienced and self-motivated Associate, health workforce with outstanding analytical ability, technical skills, organization, and communication to support the Ministry of Health with its application to the Global Fund to fight AIDS, TB and Malaria. The Global Fund is one of the primary funders of health workforce in Lesotho, and the current application cycle (2023-2025) provides an opportunity to ensure that the Government of Lesotho’s priorities are reflected in this funding opportunity.

The Associate will provide technical assistance to the Ministry of Health to complete its funding request to the Global Fund, with a focus on the Resilient and Sustainable Systems for Health (RSSH) component that includes health workforce. The Program Associate will report directly to the Senior Programs Manager, C19 & Oxygen, and will work across program teams at CHAI Lesotho. They will work closely with the Ministry of Health (MoH) Directorates for Human Resources for Health, the Global Fund Lesotho Country Coordinating Mechanism, and other critical health workforce stakeholders.
The candidate must be self-driven, adaptable, and have a high level of comfort with ambiguity and they will be expected to function independently and flexibly with little oversight. Responsibilities
• Support government counterparts to identify current priority interventions for strengthening the health workforce and community health workers, per current national strategies, plans, and policies to inform the Global Fund NFM4 funding request
• Where requested by government, support in updating relevant national plans to reflect current government priorities for health workforce and community health, including convening stakeholders, updating strategy narratives and developing detailed costs for new priority interventions
• Assess health workforce priority interventions against currently available domestic and external resources to identify anticipated funding gap
• Support development of Global Fund funding request narrative for priority interventions
• Develop detailed costs for all priority interventions to be included in the Global Fund NFM4 detailed budget
• Work closely with consultants and vertical programs within MoH to identify HRH activities that can be more efficiently allocated within HIV, TB and Malaria allocations under Global Fund NFM4
• Assist with the development of other Global Fund application materials, as requested
• Perform any other tasks assigned by the Senior Programs Manager
