Job Summary:

The Outpatient SUD Program Manager is a high-level position that oversees all SUD programing including outpatient SUD, gambling services, BIP program and outreach SUD programs, including CET and BHRN programs and ART. The Program Manager will be responsible for providing direct supervision to SUD Program Supervisors, program development, and quality improvement for these programs While this position will not typically hold a caseload, some client contact including assessments, individual, and group counseling services may be required. The Program Manager is also responsible for the quality of the services provided, for maintaining strong relationships in the community, and for the fiscal health of the program. The Program Manager reports directly to the Program Director.

Essential Functions:

1. Provides direct, day-to-day supervision and performance monitoring over all clinical staff in the SUD programs.

2. Ensures respectful and compassionate treatment is provided to all clients who enter the programs.

3. Ensures that proper policies and procedures that protect the health, safety, and confidentiality of clients are developed and implemented.

4. Works closely with the Management Team to identify opportunities to provide innovative and high-quality services to the community.

5. Manages all personnel, including hiring, performance evaluation and support, and dismissal, following BestCare policies and procedures, as well as State and Federal employment laws.

6. Ensure that the clinical practices of the program meet best-practice standards for the field.

7. Actively improves the quality of the programs through participation in the Quality Management process.

8. Provides or make available on-going training for counseling staff.

9. Works closely with other staff as a member of a treatment team, ensuring healthy staff-to-staff and staff-to-client relationships.

10. Provides direct clinical services as is necessary for the efficient functioning of the program.

11. Ensures that documentation in client files is timely, complete, reflects clinical best practices, and meets State and BestCare standards.

12. Maintains strong relationships with community partners, developing collaborative relationships whenever possible.

13. Tracks expenses and revenues, ensuring resources for the program and the efficient use of those resources for furthering the mission of the agency.

14. Ensures productivity of clinical staff meets minimum 50% direct services provided/billable.

15. Oversees front office staff to ensure that proper and efficient administrative and clerical practices are followed.

16. Other duties as assigned by the Program Director

Qualifications:

Education, Certifications, Licensure

· High School Diploma or equivalent

· CADC II certification required, or ability to obtain within 6 months of hire

· Valid Oregon Driver’s License

Experience

· Minimum 5 years’ experience in providing direct services for SUD patients

· Minimum 1 year of clinical supervisor experience providing clinical supervision to clinical staff as required by OARs

Knowledge, Skills and Abilities

· Strong clinical skills and knowledge

· Demonstrated leadership skills in previous roles

· Knowledge and demonstrated competency in program planning and budgeting, fiscal management, and supervision and performance management of staff

· Knowledge and demonstrated competency in data collection, reporting, program evaluation, and quality assurance

· Ability to develop and maintain community resources and relationships

· Ability to network with all resources to provide the best customer service

· Strong interpersonal, communication and customer service skills

· Must have a high level of initiative

· Must be able to work independently and also work effectively and collaboratively as a team member/co-worker.

· Meet the standards laid out in the Oregon Administrative Rule (415-051-0055) for clinical supervisor.

For individuals self-identified as in recovery from SUDs, must have maintained continuous abstinence/sobriety for the two years immediately preceding the date of hire.

Job Type: Full-time

Pay: $28.32 - $37.04 per hour
