Position Overview

This is an exempt, management position, reporting directly to the Chief Clinical Officer (CCO). The Clinical Director is assigned to a program and is tasked with developing and implementing an integrated clinical vision for the program, striving to develop a clinical team that delivers quality, evidence-based practices that result in favorable clinical outcomes. The Clinical Director oversees clinical staff supervision, training, and development. This position works collaboratively with the Department Administrator in the shared goal of providing excellent, efficient clinical care.

Summary of the Essential Duties and Responsibilities
• Select, implement, and monitor evidence-based practices (EBPs) in collaboration with the CCO
• Provide or oversee the provision of routine clinical supervision of clinical staff, including documentation of supervision and supporting individual clinician licensure when applicable
• Train new hires and other applicable staff in all aspects of clinical practice, including use of the electronic health record, treatment plans, crisis plans, service documentation and coding, clinical record compliance, and clinical policies and procedures
• Contribute to staff performance evaluations and the development of clinical training plans
• Ensure staff credentials are current and in good standing
• Participate in the Continuous Quality Improvement team, reviewing documentation and developing corrective action plans
• Monitor and respond to clinical outcome data and client satisfaction feedback
• Promote and monitor ethical practice and risk management
• Support staff in caseload management, ensuring that staff are working within their scope of practice, employing engagement strategies, skillfully managing no shows as applicable, and monitoring for discharge readiness
• Confer with Department Administrators regarding human resources and work performance issues
• Keep colleagues abreast of developments within the field of integrated healthcare
• Effectively communicate clinical direction to subordinates
• Communicate clinical aspects of service delivery to community partners, local and state reviewers, and other relevant entities when needed for education or to increase interagency care coordination
• Contribute to the development of clinical policies and procedures
• Complete all documentation, reporting, and other paperwork per agency standards
• Model and exemplify positivity, professionalism, and interdepartmental collaboration
• Attend all meetings as assigned by the CCO
• Enforce adherence to all applicable Washington Administrative Code (WAC), Revised Code of Washington (RCW) and federal laws.
• Initiate and/or implement protocols appropriately and accurately.
• Maintain accurate up to date records.
• Communicate appropriate information to fellow staff members and referral sources.
• Support Suboxone Treatment team.
• Ensure there is coordinated care and effective discharge planning in all areas of client care
• Comprehensive care management and care coordination.
• Effective use of technology and software including but not limited to: computers, phones, email, EMR, etc.
• Ability to work with difficult cases and vulnerable populations.
• Effective time management including but not limited to: planning ahead where possible and be punctual in person and work performed.
• Coordinates with Community and CCBHC personnel to ensure effective client care.
• Maintains, records and reports in accordance with agency policies and procedures.
• Maintain confidentiality of records relating to clients' treatment.
• Demonstrate knowledge of group behavior and dynamics, societal trends and influences, ethnicity, and cultural competency.
• Build strong working relationships and a positive work environment.
• Be receptive to feedback, willing to learn, and embrace continuous improvement.
• Work efficiently both independently and as part of a team.
• Ability to be flexible and manage urgent and crisis situations effectively.
• Ability to motivate staff and develop a working team around individual cases.
• Perform other duties as requested by the Chief Executive Officer, Chief Medical Officer and Chief Clinical Officer.

Direct Service
• This position does not require direct service. The Clinical Director may carry a small caseload as negotiated with the Chief Clinical Officer.
• Occasionally performs direct service with other staff for the purpose of training.

Minimum Qualifications:
• SUD Director must be a Substance Use Disorder Professional in the State of Washington and meet criteria as an Approved Supervisor per WAC 246-811-049
• Successful completion of 90 quarter or 60 semester college credits in courses from an approved school; including at least 45 quarter or 30 semester credits related to SUD Profession including the following topics:
• (a) Understanding addiction;
• (b) Pharmacological actions of alcohol and other drugs;
• (c) Substance abuse and addiction treatment methods;
• (d) Understanding addiction placement, continuing care, and discharge criteria, including American Society of Addiction Medicine (ASAM) criteria;
• (e) Cultural diversity including people with disabilities and its implication for treatment;
• (f) Chemical dependency clinical evaluation (screening and referral to include comorbidity);
• (g) HIV/AIDS brief risk intervention for the chemically dependent;
• (h) Chemical dependency treatment planning;
• (i) Referral and use of community resources;
• (j) Service coordination (implementing the treatment plan, consulting, continuing assessment and treatment planning);
• (k) Individual counseling;
• (l) Group counseling;
• (m) Chemical dependency counseling for families, couples and significant others;
• (n) Client, family and community education;
• (o) Developmental psychology;
• (p) Psychopathology/abnormal psychology;
• (q) Documentation, to include, screening, intake, assessment, treatment plan, clinical reports, clinical progress notes, discharge summaries, and other client related data;
• (r) Chemical dependency confidentiality;
• (s) Professional and ethical responsibilities;
• (t) Relapse prevention;
• (u) Adolescent chemical dependency assessment and treatment;
• (v) Chemical dependency case management; and
• (w) Chemical dependency rules and regulations.
• 28 hours of training in supervision or the current state standard, whichever is higher
• 1-2 years' experience in substance use disorder treatment and services; 4 years preferred
• Substance Use Disorder Professional certification/licensure with the WA Department of Health
• Must have working knowledge of ASAM Patient Placement Criteria as well as DSM 5
• Must be knowledgeable of Washington Administration Codes and the Revised Code of Washington, to ensure compliance with all requirements.
• Able to maintain confidentiality in accordance with HIPAA, 42 CFR, 45 CFR, and RCW 70.96A.
• Experience working with clients who have co-occurring mental health, substance abuse, and physical health problems.
• Experience with evidence-based counseling techniques (e.g. MRT, Seeking Safety, 12-Step, etc.)
• Ability to work well with people from diverse racial, cultural, social, and economic backgrounds.

Salary: Depending on education and experience.
