Under the Commissioner and/or other senior staff/administrator, the Executive Project Manager is responsible for the managing and facilitating high level, high risk, confidential RFPs, Contracts, Memorandum of Understanding, Memorandum of Agreements and Leases and policy development. This position will require the incumbent to facilitate and negotiate on behalf of the Department in conjunction with Property and Procurement contract, leases and MOAs, and MOUs and manage the oversight of the deliverables for various critical federally mandated initiatives to include key documents required by the federal government at various stages of the projects above – the program evaluation documents, the technical assistance on the program evaluation, and the performance evaluation report. Also included is the facilitation of the procurement process, contracts terms and conditions, professional services, as well as communication of performance and contract compliance.

Manage all projects and ensure achievement of all federal requirements and cost/programmatic objectives and compliance.

Manage and facilitate high level, high risk, confidential RFPs, Contracts, Memorandum of Understanding, Memorandum of Agreements and Leases to include preparation and policy development.

Prepare research for all projects and provide required reports for same and plans all projects according to required timeframe and in compliance with project policy documents.

Facilitate and negotiate on behalf of the Department in conjunction with Property and Procurement contract, leases and MOAs, and MOUs and manage the oversight of the deliverables for various critical federally mandated initiatives to include key documents required by the federal government at various stages of the projects above – the program evaluation documents, the technical assistance on the program evaluation, and the performance evaluation report.

Serves as a federal liaison for the design and development of all RFPs.

Design all management standards and policies associated with various federal and local initiatives and maintain all system protocols according to required quality.

Monitor all participation projects to ensure adherence to all methods and standards.

Organize functional team and develop and execute various project deliverables and ensure achievement of all objectives and assist staff to manage all complex projects.

Implement various processes for projects and develop all tests for same to maintain quality and perform test on all processes and assist in acquisition of all complex software applications and provide technical support to all participation projects.

Prepare contract, lease agreement correspondence, Request for Approval to Lease Commercial Space for new leases, and request for termination and renewal of Lease Agreements.

Off island traveling may be required for traveling to various departments of the Government on both St. Thomas and St. Croix.

Perform all other related duties as required.?

MINIMUM QUALFICATIONS

Master's degree in business or public administration, social services, or other related field. Five (5) to seven (7) years of experience in procurement/contract, federal and local government project management experience. Any equivalent combination of education and experience is determined to be acceptable.

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of managing large scale projects.

Knowledge of government procurement processes.

Knowledge of federal acquisition standards.

Knowledge of Microsoft Office Suite (Word, Excel, PowerPoint).

Knowledge of contract law and its application in purchasing and procurement process.

Skilled in communication and writing.

Skilled interpersonal leader, very detailed oriented and good with organizational time management.

Ability to maintain a high level of confidentiality.

Ability to give oral instructions in a precise, understandable manner.

Ability to work well independently and in a team setting.

Ability to read and understand terminology, symbols, codes, and standard abbreviations used in automotive mechanics.

Ability to work with financial systems and calculate figures and amounts.

Ability to demonstrate a serious commitment to accuracy and quality while meeting goals and/or deadlines.

FACTOR 2- SUPERVISORY CONTROLS

The Commissioner, senior staff and the Administrator assign all work. The employee is responsible for analyzing and preparing all RFPs, professional contracts, and sensitive complex documents to the federal government and other related contract documents. Upon completion, the work is then submitted to the Commissioner or other senior staff members for approval.

FACTOR 3- GUIDELINES:

The employee must adhere to procurement laws and guidelines established in the Virgin Islands Code and per the federal guidelines for various federal initiatives when analyzing and preparing RFPs, Professional Service Contracts, MOUs and MOAs. Must have clear understanding of procurement laws and procedures and federal regulations as it pertains to the program evaluation documents, the technical assistance on the program evaluation, and the performance evaluation report.

FACTOR 4- COMPLEXITY

Extremely complex work with complex federal requirements for multi-million-dollar programs and initiatives. Research and analyze all scope of work and all necessary documentation which have been submitted to ensure that the information supplied is in conjunction with Government contracts requirements and procurement laws as stated in the Virgin Islands Code.

FACTOR 5- SCOPE AND EFFECT

The purpose of the position is to provide management and administration of multi-million dollar federal/local initiatives and projects to ensure compliance within set timeframes of various grant monies, procurement laws and procedures; and to ensure completeness, documentation and satisfaction of all federal requirements. This position is responsible for analyzing, preparing, coordination, and managing all RFPs, Contractual, Leases, MOUs and MOAs obligations, new and existing, for the protection of the Department of Human Services and the Government of the Virgin Islands.

FACTOR 6- PERSONAL CONTACTS

Personal?contacts?are?with?various federal agencies, the Office of the Governor, the Department of Property and Procurement, Department of Justice, Legal Counsel, and the Department’s administrator, various contractors, and vendors. These contacts are made through written communication, email, telephone and/or in person.

FACTOR 7- PURPOSE OF CONTACTS

The?purpose?of?contacts?is?with?the aforementioned departments, personnel, and contractors to ensure compliance requirements are being met.

FACTOR 8- PHYSICAL DEMANDS

Stressful conditions in a deadline driven office. Requires extra time and extended working hours.

FACTOR 9- WORK ENVIRONMENT

Work is performed in an office with adequate lighting and air conditioning. The office must be in a secure area to accommodate large files containing confidential information, executed contracts, grant awards, leases, RFPs, agreements, etc
