Velos is looking for a qualified Program Technology S ubject Matter Expert supporting the Federal Systems Integration and Management Center (FEDSIM). This is a contingent position, pending contract award decision. This position will be a remote work position.

FEDSIM is an assisted acquisition organization dedicated to helping other Government Agencies through their most challenging acquisition projects. This work would be supporting external customers execute and manage their "multi-tenant" Task Orders (TOs).

Velos is seeking an energetic and forward-thinking Program Technology SME to assist a federal agency in the Washington, DC Metropolitan Area with the technology aspects of developing and executing multi-tenant contracts. This person shall provide technical and acquisition subject matter expertise to Mission Partners in the development of new programs, provide scientific and engineering expertise and advice in support of requirements analysis, operational needs determinations, technical systems application evaluations, and science and technology planning and critiques. They shall assist in the development of acquisition documentation, participate in pre-award meetings and acquisition events, and review and assess technical information from industry and government sources, and evaluate the applicability of newly developed, evolving, and emerging technical capabilities to fulfill FEDSIM Mission Partners' current and future technology requirements and assess the potential technology viability based on underlying scientific phenomenology. This person must have experience in technology and technology development, the ability to research new and emerging technologies, and have an understanding of the Federal Acquisition and Contracting processes.

Activities shall include:
• Assisting Mission Partners in translating and documenting technical requirements for acquisition plans, market research, solicitations, and technical evaluations.
• Reviewing and providing recommendations to technical documentation derived from acquisition documents, such as, White Papers, Independent Government Cost Estimates (IGCEs) Requests for Information (RFIs), Sources Sought, Industry Question and Answer (Q&A) sessions, and Solicitation Proposals.
• Assisting Mission Partners with technical advice in pre-award acquisition events such as Market Assessment Discussions (MAD), Industry Days, and Due Diligence Sessions.
• Collaborating with multi-discipline product teams and participate in pertinent conferences and forums and assist Mission Partners in assessing technology proposals for technologies and for technology demonstrations.
• Evaluating possible applications for technologies, the alternatives that might be viable, the cost and risks of the proposed solutions, the suitability of the proposed performance metrics, and the schedule to achieve the solutions.
• Evaluating capabilities and ensuring that each capability is assessed, and the summary of the capability and its ratings is documented and shared with the FEDSIM Mission Partner customer in a consistent and searchable manner.
• Supporting Mission Partner identification of critical operational needs and identifying prioritizing, and recommending solutions for key gaps, shortfalls and operational needs in support of Mission Partner efforts.

Required Qualifications:
• Bachelors Degree in a relevant technical discipline
• Minimum of 15 years' experience in one or more relevant technology area (T&E; Multi-Domain Operations; C6ISR; Training; Modeling & Simulation; Cyber; Software Engineering; Autonomous Technology; Artificial Intelligence; Hypersonics; and Space-based Technology)
• Public Trust Clearance
• Extensive experience with large and small-scale classified defense space and electronic programs including program management (proposal & schedule development, risk management, acquisition & contract strategies)
• Expert communications skills, both oral and written. Ability to effectively interface with peers, government leadership, industry partners and relevant stakeholders.
• Experience / understanding of the acquisition development and financial management processes within the DoD
• Experience writing technical requirements for government acquisitions
• Experience using Microsoft Office Suite and Google Suite.
• Ability to manage time, organize priorities and meet deadlines.

Preferred Qualifications:
• Experience working with DoD Services, COCOMs, Federal Research Labs and other government agencies.
• Working knowledge of DoD Budget Process.
• TS/SCI Eligibility
