ROLE PURPOSE

The Education in Emergencies Coordinator will be responsible to ensure the quality of education in emergencies projects implemented by partners and promote integration with other sector interventions including Child Protection in Emergencies, WASH, Shelter and NFIs.

DIMENSIONS OF THE ROLE

Under the direct supervision of the Project Manager, the Education in Emergencies Coordinator is in charge of Plan International's Education in Emergencies response. He/She works closely with the Finance, MERL, Grants, Operations and PDQ Departments as well as other technical coordinators (e.g. CPiE) and partner staff to ensure that all emergency response projects are designed and managed in an efficient and quality manner.

ACCOUNTABILITIES

Programme Design:

• Lead rapid and detailed Education in Emergencies assessments; determine priorities and immediate and longer-term activities and approaches as well as the required resources.

• In close collaboration with the emergency response team and partners, define objectives and key outcomes of Plan International's overall education in emergencies response in line with relevant cluster/ sub-cluster and international standards.

• Develop an evidence-based education in emergencies programme plan including programmatic, research and advocacy priorities, closely linked to and integrated with other sector programmes.

• Ensure education in emergencies programmes are in line with INEE Minimum Standards as well as Plan International technical EiE guidance and are gender, age and conflict sensitive.

• Support in drafting, reviewing and submitting concept notes, proposals and reports in close coordination with partners and relevant National Offices (fundraising offices in the Plan International Federation)

• Support in developing and adapting relevant curricula and materials.

Quality Management and Implementation:

• Work closely with Plan International Lebanon's emergency response team, project manager and implementing partners to ensure that activities are implemented in a coordinated and phased manner, in accordance with Plan International's Education in Emergencies approach, best practices and policy.

• Provide technical guidance and direction including ongoing training, coaching and mentoring to Plan International Lebanon's and partners' staff members to ensure quality programming in compliance with Plan International's Education in Emergencies standards and policies.

• Coordinate closely with partner organizations' teams to improve the quality of Education in Emergencies projects and activities;

• Ensure that ethical and sound data collection and information management systems are in place for appropriate Education analysis, planning, monitoring & evaluation, and advocacy;

• Ensure regular communication with the PDQ Manager & Education Specialist to integrate appropriate technical input and priorities in program design implementation;

• Maintain coordination and communication between other coordinators and partner staff for ensuring the quality and implementation of processes and integrated multi-sectoral approaches, when relevant.

• Oversee implementation of Education in Emergencies programs, management of budgets, and reporting in accordance with Plan and donor regulations;

• Follow up on financial liquidation/settlement/ reports according to Plan's procedures and submit financial reports for review and approvals.

• Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.

• Develop and implement a comprehensive monitoring and evaluation framework for EiE projects in coordination with the MERL officer, ERM and partners with support of Global Hub EiE staff as needed.

• Ensure the use and application of the key project management tools (risk matrix, ITT, procurement plan, etc.)

Capacity Strengthening

 Coordinate and/or implement training and briefing of Plan International staff, partners, and other key stakeholders on education in emergencies and/or related issues.

 Identify the staffing needs for the EiE response and support the recruitment process for these staff.

Communication & Representation

 Provide updates and reports on EiE activities and strategies to Plan International's regional team, Head Office, relevant National Offices and donors;

 Build and maintain relationships with relevant stakeholders including UN organizations (UNICEF, UNHCR, ILO, etc.), INGOs and national NGOs;

 Attend regular calls, meetings, etc. as required by Plan International.

 Keep informed of the relevant SOPs and technical standards developed by the relevant Education Working Group, and other relevant coordination entities.

1. Ensures that Plan International's global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Demonstrable knowledge and understanding of:

 The context in the middle-east region, particularly on issues affecting the rights and well-being of children and young people, especially girls and young women;

 Working with local and international partners; principles of partnership;

 Humanitarian principles, "do no harm" approach and INEE Minimum Standards for Education.

Qualifications and Experience

 A Master's Degree in Education, International Relations, Humanitarian or similar

 At least five years of demonstrated experience in EiE with at least 3 years' experience in a humanitarian/refugee setting;

 Strong programmatic background with proven experience in understanding Education in Emergencies and child & youth participation required

 Experience in programming related to non-formal education, formal education and school rehabilitation as well as integrated approaches.

 Strong experience in project management & project design

 Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.

Skills

 Excellent understanding of child rights, gender equality and development issues.

 Strong organizational abilities; able to prioritise and manage short-term and continuing projects across diverse themes despite competing deadlines.

 Strong commitment to child safeguarding policies both inside and outside the workplace, and experience working with children in a development environment.

 Ability and experience in adapting to systems & processes

 Strong character traits, including team work, striving for high performance, emotional stability, resilience, adaptability, and ability to handle stress, strong initiative and self-motivation, cultural and gender sensitivity, honesty and physical fitness to travel are essential.

 Excellent written and oral communication skills, with excellent command of spoken and written English and Arabic.
