Job Description:

MAJOR RESPONSIBILITES

Project Design, Planning, implementation and Reporting

- Ensure that the cluster designs are in line with the Education and life skills sector and national office strategy
- Ensure education projects are implemented in accordance with approved project models
- Integrate Education and life skills project activities with other sectors and also the Communal development plan (PCDC);
- Supervise and monitor ongoing Education projects and related Grants and PNS activities within the Cluster
- Roll out education and life skills project models that meet quality standards;
- Coordinate Cluster education projects being implemented by partners and technical resource persons;
- Assess competency of cluster and area programme Education staff (in education competencies) to effectively implement the education TP;
- Coach and mentor cluster area programme Education staff on an ongoing basis ;
- Participate in capacity building opportunities (e.g. Training of Trainers) as required.;
- Jointly work with SPPOs and the DME Coordinator to feed approved ME monitoring tools in and out of ME system (Eg Online Integrated Monitoring Tool)
- Jointly work with the SPPS and Cluster DME Coordinator to prepare and submit quality projects reports within approved timeline;
- Contribute to the production of timely, accurate, compliant, and quality reports for area programs
- In collaboration with WASH team ensure the quality of WASH activities in education projects ;
- Contribute to production of timely, accurate, compliant, and quality reports of the area programs; and compile and produce Cluster level technical program reports.
- Jointly work with SPPOs and the DME coordinator to hunt and write success stories in the education sector
- Initiate and participate in Education Advocacy initiatives at Provincial and communal level;
- Liaise with the National office Education Technical Manager for quality implementation of education projects.
- Participate in budgeting process regarding education project in the area of interventions
- Facilitate mainstreaming of cross cutting themes (gender, advocacy, child protection, faith and development, disability, environment, DRR) in education.
- In collaboration with partners, ensure Registered Children and their households are participating and benefiting from education programme interventions. Capacity building and training

- Mobilize key stakeholders (SMC, CGE, PTA) including implementing partners to participate in project capacity building sessions
- Provide mentoring and coaching to literacy boost mobilisers, reading camps facilitators, book banks custodians, school management committee members, child protection committee members, interns in education, staff, and other volunteers; local level capacity and local linkages to support education programs of the cluster.;
- Organize refresher training to guide staff and partners to quality Education implementation;
- Identify technical experts to train community groups
- Facilitate regular reflection and learning activities with education staff and volunteers as well as other local education stakeholders to reflect on implementation and make adaptations as needed
- Liaise with the National Office Education Technical Manager on staff capacity building in relevant field. Partnership and networking

- Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation at the communal and provincial level.
- Participate and represent WVB in key donor engagements and technical working forums at provincial and communal, regional and National level when applicable
- Point of contact for consultation on issues to do with Cluster education programme
- Collaborate with decentralized government services to improve the delivery of education and life skills in the Cluster
- Represent WVIB on coordination forums, meetings, networks, coalitions, or government-led spaces relevant to education programming at Province and commune levels to enhance networking and partnership development.
- Maintain strong networks and identify opportunities that present through networks and relationships with other institutions and organizations and NGOs working in the areas of education
- Work closely with Education department staff to facilitate local level advocacy
- Catalyze locally available resources to speed up and broaden education impact in the cluster;
- Support in the development of partners’ MoUs, implementation plans in Education with local level organizations. Program Integration

- Design a platform to ensure all operational project models/grants in the Education TP are well integrated and provide feedback to project officers when gaps exist
- Assess, collect and analyses data from APs to measure the level of integration and impact.
- Monitor grants and sponsorship funded projects on their extent of integration and provide feedback, on regular Basis, on integrated life skills program across the Cluster in order to ensure coherence among sectors and avoid duplication.
- Assure that sponsorship is integrated into the planning, implementation and monitoring systems of the education and life skills program.
- Strategically position – education and life skills programs to integrate to different sectors (IWASH, food security, Child participation and Protection, faith and development, advocacy, child protection etc).
- Collaborate with and technically support Humanitarian and Emergency Affair division in ensuring the consideration of education and life skills program for children, adolescents, youth and parents in crisis and at risk in the community based programming Research, M&E and Documentation

- Effectively document all information related to project successes, innovations and promising practices and disseminate through appropriate mechanisms
- Identify research areas, conduct research and document learnings
- Responsible for capturing child well being indicators literacy, numeracy and life skills in the cluster /APs
- Support processes of project baselines and evaluation of education projects
- Regular record and update monthly activity monitoring data to support evidence based monthly report
- Spearhead the Cluster/APs education periodic project output & outcome monitoring processes.
- Support GIK for his sector and be responsible for GIK good management and reporting for all distributions done in his sector. Project management and coordination

- Lead budgeting process of education programs for the cluster

- Coordinate, guide, and provide technical support to area program education officers of the cluster Cluster in improving literacy outcomes
- Supports the design of the technical approach and programme to address barriers to quality education using a solid root cause analysis process.
- Organize and lead advocacy works at the Cluster level in coordination with communication officer, Cluster technical program coordinators and Cluster manager.
- Work closely with sponsorship, partnership and project officers to efficiently ensure the interventions reach the intended beneficiaries

- Track financial management of budgets allocated to the cluster Education projects and provide feedback through FFRA on monthly basis
- Continually monitor all expenditures of Education projects
- Submit timely information on budgets and financial reports, and be prepared to explain budget variances for the cluster Education projects;
- In collaboration with SPPS and the CPM, coordinate Education field visits within the Cluster;
- Assure strict budget management and adherence to activity timelines to ensure proper accountability to WV and donors and effective project implementation
- Adhere to all WVB policies on procurement and financial management and report early to Supervisor as soon as any issue arises that may impact on the adherence to these policies
- Produce timely, accurate, compliant and quality reports to the direct technical and administrative supervisors.
- Responsible for project assets at cluster office
- Ensure the integration of cross cutting themes and empowered world views (gender, advocacy, community behavior change, cc and child protection,… ) in education projects in the cluster Resource Acquisition

- Identify projects ideas for viable funding proposals for resource acquisition to support education programme interventions.
- Participate in resource mobilization through concept papers/proposal writing for fund raising and market them with support offices and other donors
- Contribute to feed into the pool of proposals ready for review and submission to donors.
- Support RAM team by availing necessary data for resources mobilization QUALIFICATIONS FOR THE ROLE

- Bachelors Degree in Education, Social Sciences or other degree with a diploma in education. Post graduate education training is an added advantage. EXPERIENCE & KNOWELDGE REQUIRED

- Relevant experience of at least 3 years in Education programming with reputable institution, national or international NGO
- Good understanding of Burundi education system , approaches ,concepts and issues in development context especially in Burundi
- Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management
- Working knowledge of data analysis software such as SPSS, Ms Excel, stata
- Demonstrated experience and skill in research, analysis and report writing
- Strong facilitation and presentation skills with a passion for sharing knowledge
- Ability to work independently and as part of a diverse team
- Demonstrated accountability and integrity
- Ability to communicate effectively
