Job Description

Purpose of the position

The Risk and Compliance Manager will be responsible for World Vision International Central African Republic’s overall risk and compliance management and works cross-functionally and collaboratively to achieve the objectives of WV CAR’s Response Strategy. The Risk and Compliance Manager will be expected to understand and evaluate WV CAR’s unique organizational and operating environment, and apply a deep understanding of technical risk and compliance principles to develop an effective compliance function and culture.

The responsibilities of the Risk and Compliance Manager include the identification, analysis and management of risks that impact the delivery of mandates and strategic objectives. He/She will advise on and ensure the implementation of risk mitigation measures to minimize WVI Central African Republic’s risk. The incumbent will also ensure compliance with policies, procedures and standards and facilitate the alignment of risk management with internal control measures.

This post will plan and design appropriate tools to strategically review World Vision’s operations and Support Services periodically to determine risk levels, propose strategies and systems to minimize risks and effectively track progress in the implementation of recommendations that will reduce or eliminate risks.

The incumbent will be based in the CAR capital city, Bangui, and will report the Response Country Director

Major Responsibilities

Development and Management of Enterprise Risk Management Framework
• Define World Vision’s enterprise risk management framework and establish guidelines for the development and implementation of relevant partnership policies and procedures.
• Champion the design, implementation and review of WVI Central African Republic’s risk policy and framework.
• Carry out compliance checks & risk assessments.
• Support the Senior Leadership Team (SLT) in the implementation, review, monitoring and approval of the enterprise risk framework which includes the organization’s risk culture, risk appetite and risk limits.

Implementation of Risk Management Processes and Practice 20%
• Incorporate risk considerations into strategic decision-making and ensure alignment between Response Office strategy and WVI Central African Republic’s risk policy.
• Manage the implementation of all aspects of the risk function, including implementation of processes, tools and systems (such as Riskonnect and ICMT) to identify, assess, measure, manage, monitor and report risks.
• Manage corporate risk and control processes.
• Communicate risk management policies, risk appetite and risk limits across all levels of WVI Central African Republic.
• Review and provide feedback on the adequacy of WVI Central African Republic risk management and controls.

Build a Culture of Risk Awareness in Program and Project Management
• Work with the Response Director (RD) and SLT to ensure all programs and projects incorporate risk management in design.
• Conduct organization-wide training and awareness sessions on internal controls, policies and risk management plans; and establish and maintain risk awareness culture within WVI Central African Republic, and provide appropriate opportunities for organizational learning, including lessons learned from previous problems, ongoing communication, training and development
• Verify and report the organization’s ability to consistently comply with standards, policies and procedures especially in Grants and PNS; and innovate to increase the efficiency of Grant management.
• Evaluate risk management in WVI Central African Republic annually and recommend appropriate actions to manage risks.
• Work with unit leads to popularize internal and external policies that are relevant to WVI Central African Republic’s operations and strategy realization.

Risk Analysis, Monitoring and Reporting
• Lead monitoring and reporting of significant deficiencies and weaknesses in internal control and ensure that appropriate remedial action is taken to reduce or eliminate the risks.
• Undertake bi-annual risk evaluations, which involves comparing estimated risks with criteria established by the organization such as costs, legal requirements and environmental factors, and evaluate the organization’s previous handling of risks.
• Develop a dashboard for tracking risk compliance and implementation of the organizational effectiveness and audit recommendations for Projects and the Response Office.
• Conduct special reviews & investigations as may be directed by the SLT and ensure that internal controls are developed and implemented by various departments, Grants, PNS, Zonal Offices and Response Office.

Audit Support
• Verify on a quarterly basis that the Global and Internal Audit recommendations are being implemented within the agreed timelines and report on progress to WVI Central African Republic’s management.
• Ensure that work practices follow the Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing (SPPIA), the US Government Generally Accepted Auditing Standards (GAGAS) for US Government Funding and World Vision’s Financial Manual Internal Audit policies and procedures.
• Participate and serve as the Secretary in the Audit Committee meetings to enhance World Vision risk management.

Incident and Investigation Management
• Evaluate and analyse new whistle-blower reports when received in accordance with WVI recommended criteria; conduct and advise on whistle-blower investigations; coordinate and lead evaluation; ensure ultimate accountability on conclusions and follow through by line management.
• Ensure investigations are conducted by qualified personnel and in alignment with policies.

Requirements
• A minimum of a master’s degree in public health and/or a Degree in Medicine, and/or project management or a post-graduate degree in a similar related field.
• At least 8 years’ experience in the management of or in the administration of complex health projects (Global Fund experience preferred) at the national level; minimum five years in a management position, supervising senior staff, in an international or multicultural environment at the national level.
• At least 8 years’ experience in managing a malaria project /program at the national or international level. Hands on experience and thorough knowledge of implementing LLINs distribution (both through mass campaign and continuous distribution) is required.
• Familiarity with Global Fund programs, their history and development; mastery of Global Fund regulations governing such programs is an asset.
• Knowledge of development issues, especially related to the health sector, trends, challenges, and opportunities and implications to community development. Proven ability in the management of large integrated grant-funded projects in developing countries.
• Demonstrated ability in child wellbeing development and Child Protection.
• Good knowledge of disaster management, emergency preparedness, monitoring and evaluation, sphere standards are added advantage.
• Ability to work in cross-cultural and diversity context.
• In-depth technical knowledge of malaria transmission, prevention and treatment, and strategies for prevention and case management in malaria. Knowledge of integrated community case management and community systems strengthening would be an added advantage
• Demonstrated experience in and knowledge of financial management
• Demonstrated experience as development professional in planning, implementing, monitoring and evaluating programs and managing pool of technical support.
• Knowledge of gender, and human rights issues in health programming.
• Knowledge of effective participatory M&E systems.
• Knowledge of strategic planning processes.
• Strong planning and organization skills.
• Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively to maintain productive relationships with the various government entities and stakeholders in CAR, with strong ability to maintain effective working relationships with all levels of staff and donors.
• Ability to integrate teams of professionals around common goals.
• Strong presentation and report writing skills.
• Ability to consistently produce quality results in a timely manner
• Thorough knowledge and applied skills of using MS Office applications.
• Good verbal and written skills in French is essential, English is required.
