Job purpose

Develop and execute Supply Chain ''Strategies” and successfully manage the complete Supply Chain Function, including but not limited to personnel, planning, approvals, policies, procedures, compliance and reporting, under Corporate Affairs scope, acting as owner of Supply & Chain stand tads / services, through: Supervise, provide, and execute Tendering, Contracting, Procurement and Logistic support related to all Block-8 day-to-day and development activities; in order to contribute with continuity of the business.

The position will act in accordance with the Group's Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards supported by an IT Technology platform, HSE standards, Omani's government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities

- Lead and execute Supply Chain activities of the offshore assets in Block 8 in support of Operational day to day requirements and development projects with respect to both Tendering and Contracting for the requirements of MOGC.
- Ensure the contracts and tendering related submissions are presented independently to the necessary tender committees and relevant approvals are obtained as per OQ and MEM thresholds.
- Responsible and accountable to enforce and comply with Company Procurement and Contracts policies and procedures.
- Responsible for creating strong relationships with Supply Chain peers of Client organizations in supporting the company profile and identifying their Procurement and Supply Chain strategies.
- Responsible for Building relationships with key subcontractors and suppliers who can affect our execution of Projects.
- Assist Project and Operation Managers in the development of appropriate strategies to benefit the Projects and provide technical and commercial oversight.
- Ensure competent and capable contractors are explored and awarded through the OQ tendering process to our Projects and ensure they are focused on cost, risk, innovation, commercially astute and performance driven.
- Collaborate with Project Managers & Engineering to develop best practices and processes for effective SCM Project Execution.
- Assist in development and ensure compliance of company's SCM policies processes/procedures, use of the approved suite of systems and tools to aid efficiency and effectiveness in execution of Projects.
- Accountable for the success of the SCM activities and deliverables in accordance with agreed Project schedules, milestones, and cost
- Ensure the growth of SCM resources competence and personal development by provision of appropriate functional training and development programs.
- Responsible for mentoring and developing SCM staff.
- Lead by example and support company goals and targets on occupational health, safety, security, and environment.
- Responsible and accountable to enforce and comply with Company HSE & Security Policies, procedures, and provision of adequate resources.
- Ensure public, staff and contractors' safety by maintaining the functionality of HSE Management System and asset integrity of the company facilities.
- Sharing of lessons learnt and build a SCM leadership team of key people in the function.
- Stand-by / on-call duties as and when required; and

- Responsible for Drafting tender / contract bid documents, Change Order documents with minimal assistance from end users with respect to terms and conditions & commercial terms.
- Manage the complete tendering cycle including and not limited to pre-qualifications, tendering, bids evaluation, drafting technical and commercial recommendations, negotiating legal terms, and managing the complete contracts lifecycle.
- Maintain accurate records of all contracts and track cumulative costs; and ensure ICV, PSA, VAT and Tax Compliance. Procurement

- Identify and implement opportunities to provide best value through effective negotiation, process improvement and the development and enhancement of relationships with stakeholders and suppliers.
- Develop, implement, and maintain a procurement management information system, enabling performance and compliance to be measured and managed to reduce costs and to meet efficiency targets.
- Develop and implement workable solutions with operations staff to reduce capital expenditures, operating costs, and overheads.
- Prepare recommendations for contract awards based on urgency, nature of contract, value, quality, and financial appraisal.
- Ensure that all procurement and logistics documentation processes are transparent and readily available for audit.
- Develop working methods and best procurement practices for the company.
- Responsible for creating long-term Procurement Plan incorporating procurement strategies and processes.
- Responsible for conducting market analysis, market surveys, benchmarking and transform market research data into outsourcing recommendations & sourcing plans. Logistics

- Responsible and accountable to enforce and comply with Country and Company Logistics policies and procedures.
- Liaise with suppliers and relevant logistics personnel to ensure all materials and items are delivered with complete compliance to contractual incoterms.
- Ensure proper Incoterms and HS codes are proposed and used for moving items locally or internationally as per Country legal legislations Key interactions

Notable Working Conditions. Office environment, frequent travel, and visits to the operational sites. Moderate to intensive computer screen use.

Education requirements

- Minimum BSc Engineering, Business, or related qualification.
- CIPS or CISCP / CISCM will be preferred. Language requirements

Excellent knowledge of written, read, and spoken English (required) -Arabic - Native (desirable)

Background and experience

Competencies and skills

- 10 + years of relevant experience
- Experience working within the oil and gas industry
- 5 years of experience drafting contracts, conducting formal bid process, leading cost effective and strategic procurement processes.
- International experience in procurement and contracts is essential.
- Experience in offshore upstream assets is a bonus.
- Complete and thorough knowledge of INCOTERMS 2022. Soft:
