Not in most public elementary and junior high schools. The use of phones is very strict. Most high school students have them, I would think.

The July test was cancelled so you can study for the December one. That gives you a lot of time to study so you can definitely pass to N4, maybe N3 if you study hard!

Yes if you study very hard. It helps that you have a foundation in Japanese already and you take courses in Japan.
