Shibuya is still a young people hub but Shin-Okubo is so popular too!!! Especially with high school girls who love Kpop. And the Korean food there is soooooo delicious! Also the cafes are adorable!!

I don't know how young you mean, but lots of high school girls hang out in Harajuku and Shibuya. But college students hang out in different areas like Shinjuku, Ikebukuro, near their schools.
