Is there a rule about being silent on the lift?

When I visited, I thought it was odd that people would stop talking when they got on the lift.

It's more like an unspoken rule. I asked a friend and they said it's so you don't bother others with your conversation, and others can't hear your private conversation. It surprised me too.

Kind of a similar reason why people are quiet on trains - to not bother other passengers.
