What are those white slips of paper people get at the ticket gate?

Sometimes I see station staff handing out white slips of paper in the morning. Lots of people seem to take one. What is that? Do I need it?

When the train is delayed, the print the date and the length of time the train was delayed so you can take it to work as proof as to why you are late.
