I want to ride my bike at Showa Kinen Park but it's kind of far to ride there and then ride around. I don't have a car though...

Well, you can but not as is. You have to take it apart and put it in a bicycle bag (called rinko bukuro/bag). If it's a hassle, you can always rent a bike at Showa Kinen!

I have a friend who got drunk a few stations over and wanted to be a RESPONSIBLE CITIZEN by not riding it home. Took it on the train but got yelled at that it was dangerous and had to get off one station away. But that's because he got on without covering it, which is the requirement.
