I wasn't going to see a friend for a while and I moved in to hug her goodbye and she was so surprised. We both laughed but I was wondering if I offended her.

I don't think you offended her, but it's not really a custom to hug in Japan. But if you explain that it's your custom, good friends might be open to it.
