I heard once that it's to keep the image of Japan being friendly and safe. Plus Japan likes cute things, so why not??

I became curious so I searched for the origin and it seems like it orginates in Asahikawa, Hokkaido. A construction company was inspired by the animals at the zoo. They're now referred to as "animal guards".
